Database help

I am currently working on an assignment for software development, and need help.

What I am doing is making a reminder system in visual basics that sends reminders to a database then to the e-mail address of the user. The part where i'm stuck is getting the stuff from database into outlook express which can then send the reminders as e-mails. Kinda like how when you register to a site they send you an activation email...
My lecture said it was possible, if you can't help me can you give me links that may help please.
