Maybe Jeremie is doing a little credit card fraud. Or some kind of electronic money thing.
Or maybe he's raking it in by being a webmaster for various on-line sites.
Though I think like someone else did that (at least for the first fee) Jeremie bypassed the payment while hacking her registration.

I'm not sure if this has been floated yet, but I think it's some sort of federal assistance program that is putting Aelita through school. I'm sure Jeremie fudged Aelita's records to show that she was getting loans or scholarships or somehting, and with that in her file, there's no need to bill her. I'm sure France has similar programs to the US in those regards.

Yeah, sort of like the foster child program. After all, Aelita did lose both her parents...

That's the most sound theory to me. Jeremie was always great at finding loopholes. xD;
