They say that "cell phone use is strictly forbidden on school grounds" but there's a TV antenna and the teachers use cell phones to communicate.

The school could make a lot of money from hosting an antennae for a local network, but it doesn't automatically mean it's for the kids - ever see that episode of the Simpson where Homer trashed the Travelling Smithsonian and in payment Omnitouch Phones set up an antennae in the Simpson home?

And as I remember phones were to be switched off in classes, and are (obviously) allowed when the kids are having private time.

That said, I don't think there's much point to this thread, sorry Taelia.
