I'm sure her father lives in a house near the school, but we know Sissi stays at Kadic most of the time as we've seen her there in the mornings, afternoons and evenings throughout the episodes. She does go on vacations with her father to her grandparents though apparently ("Holiday in the Fog") and when she's grounded...she's not grounded to stay wherever her father lives but to her dorm ("Final Mix").
*sweatdrops* I actually found her whole story mildly amusing. She came up with it on the spot and apparently her acting skills have improved since "Laughing Fit" because I'd give her story and performance two thumbs up and a ten out of ten in "quickest ways to get a school evacuated (other than pulling the fire alarm)".
