Well, if I can remember clearly, XANA went from the Internet, to an outlet, which he used to turn people to stone in a Season 3 episode.
So most likely, he can still attack. But he doesn't have to use a tower anymore. I mean, think about it. XANA is somekind of mythical force...he didn't just have black smoke coming out of the scanners when he was bound to the supercomputer. He went from the computer to an outlet, to the world.
It is through a host computer- such as the supercomputer, and (now) any computer in the world now that he's on the net- and electricity that he can do what he wants.
So...
THE INTERNET = XANA -> HOST COMPUTER -> OUTLET -> ATTACK
Any disagreements?

Yes - one thing which I think people fail to notice is that XANA needs the hardware of the supercomputer to launch his attacks - even when on the internet in S3, XANA needed to activate towers to generate a spectre.
In S4, either the supercomputer is still XANA's proxy (without Lyoko it could possibly now be either impossible or really easy to exploit it in such a manner), or he's found an alternative - but that alternative would need to be another Hopperian Supercomputer.
My other thought is HOW will the kids travel through the internet - I don't think there's enough data-storage capacity in the WWW to hold them!
If the internet is a series of tubes, then the kids are sure as hell gonna block them all up!

Most kids don't understand programming languages and operating systems and compatibility and such, so I'm guessing that the creators probably made Internet files seem like video game characters that can be destroyed. I even know this kid who thinks that if XANA somehow got into his XBox, he'll appear as a Halo 2 character that can be "shot" and "killed."
