When I translated the episode summary, it seemed to say he used the voice changer program, not made a new one.

Still, I'll be interested in seeing what happens if Kadiac get's attacked for whatever reason. Would you have to be scanned by the scanners to be translated? Would being translated count as being scannned (for RTTP purposes)?

This matches into what we've heard so far for episode 1 of S4 - I have a few thoughts:
1: This is the first time we've seen someone enter Lyoko unconcious - in fact I think it's the only time we've ever seen someone 'out cold' in Lyoko, bar those few seconds of a sleeping Aelita in 'XANA Awakens'.
