Here's your answer:

Under current international law, the countries ringing the Arctic - Russia, Canada, the US, Norway, Denmark (Greenland) - are limited to a 200 mile economic zone around their coastlines.

Currently, a UN convention stipulates that none of these countries can claim jurisdiction of the Arctic seabed because the geological structure does not match that of the surrounding continental shelves.

They could probably get a lot of oil without that much blood being spilled, as compared to other routes, but this doesn't seem all that great. Moving Russian bears, and who knows what other species, into another region is probably not such a good idea as well.

Not really sure what to say, exactly.

There's lots of oil because nobody's drilled it. The animal enthusaists have made sure of that. (Trust me. I've lived with one for 10 years.)

What point does Russia have in owning more cold land? 0_0
