Yea It does sound Like a Code Lyoko Episode to me as well.

They aren't wrong when they give say its from science fiction.
This is what should have happened in the episode satellite, a satellite firing at the earth would have been something to shoot a missile at.
Anyway I hope thy do shoot the missile, I'll be interesting to see what happens

Probably there is a bit of a geopolitical message intended.
Still, I can see the safety arguments. Better having the toxic fuel dispersed in the upper atmosphere, to diffuse and hopefully be broken down by UV, than to possibly land in somebody's backyard. (Though the ocean seems more likely.)
And of course, there's the sheer coolness pulling this off would be. The logistics are impressive.
