As explained by David Gasman;

The scripts are written in French

They are translated into English

A casual english dub is made (nothing professional, just people reading the lines and not the VAs we know and love)

The casual dub goes to the french animators for them to structure the mouth movements around.

When the animation is finished, the professional English dub is recorded in a studio in Paris.

The French dub is then recorded.

Whoa. David sure is knowledgable is dubbing. I wish a Japanese version is made, because I think characters like Yumi are amazing.

Okay, Taelia, I reeeeaaally don't intend to sound mean or anything, but I've already talked to you about searching for things before you post about them again, and I'm not in the mood to go over this a second time.

Also, the fact that this thread really made no sense at first isn't okay... When you make threads, please try to make sure you explain yourself better before you expect people to reply to you.
