2241. Disagrees. You have to take into consideration that Robert Kennedy proposed the naval blockade of Cuba. And Khrushchev made the deal to withdraw the missile from Cuba in return for US Jupiter missiles based in Turkey to be removed. I see the whole event as an American overreaction to missiles 90 miles off their coast while the poor USSR had missile right next door in Turkey.
