Does any one have an actual program that can change a part of an AVI file to GIF because I have to do print screen and save each picture as GIF whitch makes the quality really bad...

That first hit has something called "Movies 13" which sounds like it does what you want. But just in case you want to bust out the Googleitude yourself.

Well, um, PrintScreen creates bitmaps for me. Maybe it's just different for everyone.
